beConnected: Test Version Soon Online – In late July, the coordinators and contact persons eCommunities and eWorkspace can access the test version of beConnected. They will have the opportunity to familiarize themselves with the new collaborative platform and can test before anybody else the environment before beConnected is more widely available.

Moderne et dynamique, ce nom suggère l’idée de mise en relation, de partage et de collaboration. Report on “Social Media and Public Sector Policy Dilemmas” by Toby Fyfe and Paul Crookall – The most significant impediment to government use of social media is the “clay layer” in management and the hierarchical public service culture. Government has not adapted to the promise of new media to liberate information, foster collaboration and openness and promote organizational change. Impediments do not rest with privacy, security, information management and official language policies and legislative frameworks.

Gov’t to extend multilateral support for green industry – The government has decided to lower the tariff on key parts and components in association with the ‘green’ industry, according to a report released on July 13. Currently South Korea imposes a tariff of 4-8% on core raw materials of lithium ion rechargeable batteries used for mobile phones an cars, whereas Japan imposes no tariffs on such imported items.

Korea ranked 1st place in UN E-Governance Survey – The Minister of Administration and Security Maeng Hyung-kyu received the award on Korea’s behalf at the 2010 UN Public Service Awards Ceremony that took place in Barcelona, Spain on Wednesday (Jun. 23).

The Government of Malta distributes OSS government solutions under the European Union Public Licence – The Government of Malta has published (effective 1st June 2010) its “Open Source Software Directive”. The objective of this directive is to guide the implementation of cost-effective and non-disruptive Open Source Software (OSS) throughout Government. It also seeks to maximise re-use of procured software by enabling the distribution of Government solutions as OSS under the European Union Public Licence (EUPL), where appropriate.

E-government to Create Opportunities for All

The current global financial and economic crisis is putting tremendous pressure on governments to do more with less. Although financial markets stabilized in 2009 due to massive and internationally coordinated government intervention, the real economy is still in a state of shock with high rates of unemployment and tremendous squeeze on government revenues in many countries. E-government – once a bold experiment and now an important tool for public sector transformation – has progressed to the point where it is now a force for effective governance and citizen participation, both at national and local levels.
