In response to these global forces, Public Service reforms are also interconnected. While there are strong competitive forces between nations, there are also important reasons for collaboration, coordination and sharing. Our interconnected world has a significant impact, both positive and negative, on the discipline and practice of public administration at the local, national, regional, and international levels.

2010 African Regional Conference: Good Governance, Accountability & Trust, May 17-20, Abuja, Nigeria – The success of democracies, international alliances and even individual relationships, depends on a solid framework of trust. As early as 500 BC, Confucius recognized that “… without trust, there can be no government.” For many countries, the decline in public confidence in government has been fuelled by high profile ethical failures in the public and private sectors, and citizen disappointment as governments struggle to address key issues such as poverty, economic development, employment security, and global pandemics.

XIV Congreso del CLAD Entre los días 27 y 30 de octubre de 2009, se celebró en Salvador-Bahia, Brasil, el “XIV Congreso Internacional del CLAD sobre la Reforma del Estado y la Administración Pública”, congregando a más de 2.060 personas de la región y del resto del mundo, vinculadas a las temáticas en referencia. Se constituyeron 123 paneles, en los que presentaron 527 documentos. Además, se realizaron tres conferencias magistrales y se presentaron Pósters y libros editados en el 2009.
Nueva Plataforma del CLAD Con base en los preceptos contenidos en la “Carta Iberoamericana de Gobierno Electrónico” el CLAD está implementando su Plataforma Tecnológica Iberoamericana en Gestión Pública (PTI), que contemplará espacios virtuales y mecanismos para la participación, interacción y colaboración de todos los actores o agentes concernientes en la mejora de la gestión pública.
El CLAD se mudó a su nueva Sede en Caracas Después de 37 años de existencia, el CLAD tiene una sede propia en la ciudad de Caracas, Venezuela.

News from the Council of Europe

Norway – first member State to ratify the Additional Protocol to the ECLSG – Norway became the first Council of Europe member state to ratify the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority, one month after the Additional Protocol was opened for signature.

The Congress of Local and Regional Authorities will hold its 18th Plenary Session in Strasbourg (France) from 17 to 19 March 2010 -  The Congress of Local and Regional Authorities of the Council of Europe closed its 18th Session on 19th March 2010.
Resolutions and recommendations on current affairs and on the situation of local and regional democracy in Europe were adopted at the end of the debates.

News from the European Institute of Public Administration
International EPSA 2009 Knowledge -Transfer Workshop in combination with the Santcugatribuna on Quality of Life – An EU 2020 Imperative: What Development Model for the Next Decade – The European Public Sector Award (EPSA) (www.epsa2009.eu) brings together the best, most innovative and efficient performers from the European public sector. The EPSA’s objective – as the first European learning platform for public administration – is to make these valuable experiences transparent, available and usable. After a long process of assessment and during a spectacular and high-level event in Maastricht, the European Institute of Public Administration (EIPA) handed over the European Public Sector Award 2009 last November in 4 categories: All four EPSA 2009 winners’ projects were initiated at local and regional level, where often the actors are found behind innovative and efficient public performances.

It is in the latter case and location – Sant Cugat- where the 1st EPSA 2009 Knowledge Transfer Workshop will be organised to present, share, award and inspire the EPSA good practices.

Conference „Law & Economics Analysis in Governance“
The Department of Public Administration at Tallinn University of Technology and the journal Halduskultuur – Administrative Culture are hosting their 12th annual scholarly conference, this time on “Law & Economics Analysis in Governance”, on 23-24 April 2010 in Tallinn, Estonia. We are inviting papers dealing with theoretical or empirical topics concerning the Law & Economics-type analysis of Governance matters, especially of Public Administration and Policy.
Abstract proposals, no longer than 750 words, should be sent to Professor Dr. Wolfgang Drechsler, at drechsler@staff.ttu.ee.
The deadline is 15 January 2010. Full papers will be expected by 21 March 2010.

The chapters in this book representing Russia, Poland, Estonia, Romania, Kazakhstan, Ukraine and Slovenia provide good examples of the development of political executives and their support services in the Central and Eastern European countries. The studies illustrate the interplay of politico-administrative roles over time and provide an insight into the impact of structural differences and diverse administrative traditions. There are also interesting comparative examples from Western Europe, namely Belgium, Denmark, Finland, Ireland and Sweden, that illuminate both the similarities and differences of the efforts of executives to enhance their own capacity as a result of changing environments. The majority of the studies presented in this book examine attempts on the part of chief executives to enhance their ability to contribute effectively to the governance of their societies. These efforts involve not only strengthening the capacity for political powers and political enforcement through support structures and new coordination procedures, but also the policy analytic capacity of these offices. These studies also demonstrate the barriers that chief executives, even those in seemingly powerful positions, encounter when attempting to govern from the centre. They further point to the thin line that can exist between the professionalization of policy in these offices, and its politicization. These studies therefore are useful both to students of governing, and practitioners of that art, as they struggle to find ways of making governments both be effective and respond democratically to the demands of the public.

Economics : OECD Forum and Ministerial meeting to focus on innovation, growth
New OECD forecasts for economic growth and strategies to boost innovation will be at the heart of discussions at the OECD’s annual Forum and Ministerial meeting in Paris on 26-28 May 2010. The OECD’s latest Economic Outlook will be released by OECD Secretary-General Angel Gurría with Chief Economist Pier Carlo Padoan.

ESCWA holds a meeting to discuss challenges to the development and adoption of Information and Communications Technology (ICT) applications in the region, with a special focus on e-services in the public sector. The meeting will recommend steps to overcome these challenges, focusing on accelerating the deployment of these applications and providing effective e-services that comply with citizens’ needs.
The Road to Good Governance is a Two-way Street
Relationships with governments are often a top-down affair, a one-way street with citizens on the receiving end of public services often designed with neither their input nor their needs in mind. So it is a pleasant surprise when citizens take centre stage and governments go out of their way to make their e-government programmes more“citizen-tailored”.
The heads of e-government entities in the six GCC countries gathered at a conference in Muscat last month to discuss trends, obstacles, experiences and best practices in e-government with experts and scholars from international organisations including the UN and the World Economic Forum.

The Lee Myung-bak Administration of the Republic of Korea has succeeded in ranking first in both the e-Government Development Index and e-Participation Index of the UN Global E-Government Survey 2010.
