The Municipal Government of Xiamen, a major city in China with over 3.5 million residents, will be developing its own online map to improve access to location-based information to benefit citizens, businesses and government officials.

According to local media, the Chief Planner of the Xiamen Municipal Bureau of Land Resources and Real Estate Management Lu Hailin said that the online map will enable citizens and tourists to easily search for places and services, including hospitals, financial institutions, restaurants, public transportation routes and more.

He added that the Xiamen Municipal Public Security Bureau can leverage data from the online map for its emergency call system, so law enforcement officers can quickly and accurately locate callers.

Once ready, the Xiamen city map will be integrated into the wider Fujian Province map.

These efforts are part of the ‘MapWorld’ or ‘天地图‘ initiative under the National Administration of Surveying, Mapping and Geoinformation.

MapWorld is an important part of the geospatial framework for digital China and it aims to provide one-stop geospatial information services to improve data sharing and efficiency of services.

Jakarta Provincial Government plans to collaborate with to develop a system for better monitoring of civil servants’ performance in the Indonesian capital. Deputy Governor Basuki Tjahaya Purnama (or Ahok as he is commonly known) shared that he has spoken with Google to build a tool that will track civil servants’ position and monitor their performance.

Ahok has emphasised that technology plays a crucial role in ensuring transparency in government. He expects such a system to help improve productivity of public sector officials in the Jakarta Government.

Moreover, Ahok has also pointed to a possible collaboration with , a community-based traffic and navigation app acquired by Google in 2013, which has proven popular among Indonesians.

Un nouveau site internet pour les personnes en situation de handicap mais aussi les familles, les professionnels, les employeurs, les étudiants concernés par le handicap.

C’est un moyen supplémentaire pour informer les personnes en situation de handicap et répondre aux questions liées à leurs besoins. Trop de personnes ont une information parcellaire sur leurs droits et les aides, conseils ou services existants proposés par les autres administrations, services généraux, associations pour les personnes handicapées ainsi que par l’Agence.

Le pour l’information des personnes handicapées a cette ambition de faire connaître les aides et les soutiens accessibles pour contourner les obstacles qui entravent l’inclusion.

Ce projet est le fruit du travail quotidien réalisé par les conseillères du numéro vert de l’Agence. Les conseillères sont amenées à faire des recherches en permanence pour trouver et proposer aux personnes qui les contactent les meilleures ressources, conseils, renseignements…

Cette nouvelle publication de la Fondation pour l’innovation politique se découpe en deux notes qui proposent de rénover l’État en renforçant les think tanks et en diversifiant le recrutement de la haute administration.

Kevin Brookes, doctorant en science politique à l’Institut d’Études Politiques de Grenoble et Benjamin Le Pendeven, co-fondateur de Softcorner, proposent une étude comparative des think tanks aux États-Unis et en France. Ils regrettent le monopole qu’exerce la haute administration française en matière d’expertise qui nuit à l’innovation et au dynamisme de nos politiques publiques.

L’Administration Se Simplifie Pour Vous

Communiquer d’avantage sur les simplifications déjà réalisées et diffuser les bonnes pratiques aux acheteurs publics

Cette mesure permettra notamment, d’inciter les acheteurs publics à utiliser les souplesses offertes par la réglementation, de généraliser la pratique de l’interlocuteur unique, d’un document unique et de régularisation des dossiers de candidature incomplets.

A partir du premier semestre 2014, la constitution des dossiers de candidature sera facilitée pour les très petites entreprises (TPE) et les petites et moyennes entreprises (PME) sur la base des conclusions de l’expérimentation menée par le préfet de la région Midi-Pyrénées.

Cette mesure permettra, de réduire les délais de paiement pour ces marchés. La publication de l’arrêté portant modification du CCAG-Travaux vient d’être publié. Il entrera en vigueur le 1er avril 2014.

Evaluating EU Structural Funds support for Business growth and innovation: moving from 2007-2013 to 2014-2020

Officials from central, regional and local government, programme officers and managers, as well as project managers and developers involved with the implementation of Structural Funds projects and programmes. The seminar is also open to economic and social partners involved in the Structural Funds process, including consultants, academics and NGOs.

This new two-day seminar consists of illustrated presentations, group discussions, exercises and workshops. The focus of the seminar is on evaluation for the new generation of programmes and projects for 2014-2020, particularly in relation to business growth, RTD and innovation measures. The seminar will also consider ex ante project appraisal steps, including the major projects application form for productive investment (and infrastructure). The seminar will open by reviewing the Europe 2020 strategy and the Evaluation Cycle, looking briefly at the methods most commonly used for conducting ex ante, ongoing, thematic and ex post evaluations of projects and programmes. The quantification of performance and the process of generating indicators, targets and budgets are also covered. There will then be keynote presentations from the European Commission and expert consultants in the field. The European Commission will describe the new requirements for evaluation and provide a review of thematic evaluations related to business growth and innovation from across the EU. Key issues for organising and executing studies will be considered as well as the structures for evaluation studies. The principle issues for evaluating business growth and innovation measures will be examined, and practical approaches illustrated using case studies.

How government can securely leverage cloud environments

Cloud capabilities can be provided over the public Internet or through connections over private networks — and government does both. Some agencies establish private clouds due to perceived risks of making data available over public channels. At the same time, they are moving toward greater use of the open Internet, including public clouds.

In many cases, the choice for agencies is not public or private clouds, but rather a blend of the two approaches – often referred to as a hybrid cloud – where Internet-based applications provide information into a system that sits inside agency firewalls.

ENAP lança Repositório Institucional – ENAP Launches Institutional Repository

On last April 10 the National School of Public Administration (ENAP) has launched its Institutional Repository. Now comprises more than 700 digital documents, the system was created to organize, store, manage, preserve, retrieve and disseminate information generated within the framework of ENAP.

The repository is organized into Communities, Subcommunities and Collections, and covers case studies and successful experiences in public administration, courses promoted by ENAP, innovative practices in public management, as well as scientific output, publications and the memory of the institution.

Invigorating professionalism and morale of the public service in Africa

With 2015 looming ahead, there is much discussion and analysis centred on the progress made in respect of the Millennium Development Goals, and on the post-2015 agenda. The Goals have been largely viewed as a success, but there is
acknowledgment that the achievements have been uneven, especially in Africa, and many lessons can be drawn from the experience of the past decade as the global partnership for sustainable development prepares for its next chapter. It is expected to be a challenging period with high demands, taking place in a very different context from that of a decade ago when the Goals were established.

On April 16, 2014, the World Bank and several partners launched the iChallenge: an effort to crowd source ideas for indicators that measure the strength of governance and public management systems. (www.worldbank.org/ichallenge).

Running until July 1, 2014, the iChallenge is looking for ideas from practitioners, researchers, academics and general citizens for indicators that are:

    • action-worthy (empirically or plausibly connect with development outcomes),
    •  

      actionable (governments can do something to improve their scores),

    •  

      behavioral (measure the functioning of institutions rather than their form) and

    •  

      can be applied across a variety of country contexts.
