Albania is a unitary state composed of counties (qarku), districts (rrethe), communes (komuna) and municipalities (bashkia).

12 counties: The Regional Council may take decisions that are binding in the region. It is composed of elected representatives of municipalities and communes. The prefect represents the Council of Ministers in each region.

36 districts : Districts include communes or municipalities with economic, social or traditional ties. Primarily, they coordinate the activities of communities or municipal councils and approve the proposals in some areas.

309 communes and 65 municipalities : The Council is the legislative body of the commune or municipality. Its members are elected by direct universal suffrage. The President elected of the commune or municipality represents the executive body.
