Germany is a federal republic composed of communes (Gemeinden), districts (Kreise) and federated States (Länder).

LEVEL 1

16 states (Länder) The parliament (Landtag) is the legislative body. It elects the Minister President of the Land. The State Government (Landesregierung) is the executive body. Elected by the parliament, it elects the Minister-President. The Minister President (Ministerpräsident) leads the government. He/she appoints and dismisses the Land ministers. Note: Certain competencies are shared with the central government.

More than 300 districts (Kreisen): The district council (Kreistag) is elected by direct universal suffrage. It is the legislative body of the district. The President of the district (Landrat) is an elected official. He chairs the district council. The office of the district (Landratsamt) is the executive body composed of public officials.

Nearly 14,000 towns and cities (Gemeinden  und Städte): Two types of communal organization are possible: the magistrate system and the council system. In the council system, the city council and the mayor are elected by direct universal suffrage. The council, the legislative body of the commune, makes most of the decisions and has a supervisory function. The mayor presides over the council and heads the administration of the municipality. In the magistrate system, the executive is composed of the mayor and deputies (Magistrate). The magistrate is a civil servant appointed by the council, it represents the municipality, manages the current administration and implements the decisions of the council.
