Italy is a federal state composed of municipalties, provinces and regions.

LEVEL 1

20 regions (regione): Among these twenty regions, five have a special status (Valle d’Aosta, Trentino Alto Adige / Züd Tyrol, Friuli Venezia Giulia, Sardinia, Sicily) and two have the status of an autonomous province (Trento, Bolzano).
The Regional Council (Consiglio Regionale) is the legislative body. It is composed of councilors elected by direct universal suffrage. The council elects the president and among its members. It may submit legislative proposals to the national parliament and can dismiss the President of the Regional Junta. The Regional Junta (giunta regionale) is the executive body. It is composed of the President and regional councilors. Counsellors are appointed by the Regional Council or by the President. The Regional Junta resigns if it does not get the confidence of the Council. It has general administrative competences and may propose regionally oriented legislation. It prepares and implements the regional budget and implements the decisions emanating from the deliberations of the Regional Council. The President is elected by direct universal suffrage. He appoints and may dismiss members of the junta. He represents the area, is responsible for policy direction and enact regional laws and regulations. The President is responsible for the administrative functions delegated by the State to the regions and shall comply, in these matters, with government directives.

LEVEL 2
101 provinces (provincia): The provincial council is composed of members elected by direct universal suffrage. This deliberative body provides guidelines that the province should take and approves the budget. The Provincial Junta (Giunta Provinciale) is composed of members appointed by the President of the province. The Junta function is to execute the decisions of the Council. The president is elected by direct universal suffrage. It appoints in particular members of the Provincial Junta.

More than 8,000 municipalities (comuni) Each municipality is attached to an Italian province but maintains direct relations with the region and the State. The Municipal Council is composed of councilors elected by direct universal suffrage. This legislative body adopts the budget and is the decision making body of the municipality. The Municipal Junta (Giunta Comunale) is the executive body of the municipality. It implements the decisions taken by the Council. Its members are appointed by the mayor who delegates some of his/her powers. The mayor is elected by direct universal suffrage. He/she appoints the deputies who, with the mayor, represent the junta communal. The mayor is the head of the municipal administration.
