Spain is a unitary state composed of municipalities, provinces and autonomous communities.

17 autonomous communities. and 2 autonomous cities.

The Assembly is the legislative body of the region. Its members are elected by direct universal suffrage. The council of regional government is chosen and headed by the president. This is the executive body, but it can also propose laws. The president is elected by the Assembly. He/she manages and coordinates the work of the council and represents the region with the state. Two autonomous cities (Ceuta and Melilla) are separate administrative units and their status is halfway between the municipality and autonomous community. Unlike the autonomous communities, they do not have their own legislature.

50 Provinces: The provincial council is composed of members elected by indirect universal suffrage, by and among the councilors of the province. The council is the provincial government. The council assists the President in his/her duties. The president is elected by the Provincial Council, he is the head of government and administration.

8109 municipalities: The City Council is the deliberative body of the municipality. It is composed of councillors elected by universal suffrage. The local government council is the main executive body. Its members are municipal councillors appointed by the mayor. They assist the mayor and have some executive functions. The mayor chairs the municipal council. He/she is appointed then assisted by the councillors.
