ADMINISTRATIVE DIVISIONS

South Africa is a unitary republic divided into 9 provinces, which are themselves divided into 52 districts: 44 District Municipalities and 8 Metropolitan Municipalities. The third level is embodied by the 226 Local Municipalities which include the towns and cities in South Africa.

LEVEL 1

9 provinces At the legislative level, each province is governed by a unicameral legislature whose members are elected by universal suffrage.
The provincial legislature elects, from amongst its members, a Premier, who is the head of the executive. The Premier chooses an Executive Council consisting of between five and ten members of the legislature, which is the cabinet of the provincial government.
The powers of the provincial government are limited to specific topics listed in the national constitution. On some of these topics – for example, agriculture, education, health and public housing – the province’s powers are shared with the national government, which can establish uniform standards and frameworks for the provincial governments to follow; on other topics the provincial government has exclusive power.

The provinces do not have their own court systems, as the administration of justice is a responsibility purely of the national government.

52 districts : 44 district municipalities and 8 metropolitan municipalities) divised into local municipalities. the councils of district municipalities are partly elected by proportional representation and partly appointed by the councils of the constituent local municipalitie Metropolitan municipalties are managed the same way as the Local Municipalities. .

226 local municipalities: Municipalities are governed by municipal councils which are elected every five years. The councils of metropolitan and local municipalities are elected by a system of mixed-member proportional representation. The Municipality Council is headed by an Executive Mayor.
