Romania is a unitary state composed of municipalities, cities and counties.
ADMINISTRATIVE DIVISIONSLEVEL 1 Banat ; Bucovina ; Crisana ; Dobrogea ; Maramures ; Moldova ; Muntenia ; Oltenia ; TransilvaniaThe National Council for Regional Development coordinates the process of regional development (see the website of the Ministry of Regional Development and Tourism: www.mdrt.ro). The implementation process is the responsibility of the Regional Development Agencies (non-governmental public organizations, formed by the voluntary association of several counties).

ADMINISTRATIVE DIVISIONS  LEVEL 2
The country is divided into judete(counties, prefectures) :The County Board (consiliul judetean) : Composed of elected members, it controls enforcement in the field of public administration, and is responsible for the distribution of public goods on the basis of the law and the needs of local councils.

The President (presedinte) of the County Board : Appointed by the elected members of the Board, he/she represents  the countyto the outside. The President may delegate certain responsibilities to two Vice-Presidents (appointed by the County Boardl).

Le Prefect (prefect) : Appointed by the Government, he/she controls the legality of measures adopted by local authorities and the county. The prefect supervises the implementation of government’ strategy and programmes at the the local and county level and represents the State in each county..

LEVEL 3

Local level: rural communities (comune), cities (orase) and municipalities (municipii).Municipal authorities

The Local Board (consiliu local) : deliberative assembly composed of elected members. The Board approves the budget of the local community..

The Mayor (primarul) : This elected official represents the executive branch and leads the local government (delegation of certain responsibilities to deputy mayor is possible). In addition, the Mayor coordinates the budget, is responsible for its implementation, and coordinates local social services.
