GOVERNEMENT

Algeria has adopted a republican regime since the advent of independence in 1962. The current constitution gives the head of state a central role in managing the affairs of the country, thus in accordance with its articles, the president is the chief executive, the supreme chief of the armed forces and Minister of Defence. The Head of State also has the power to appoint the Prime Minister and members of the Government on the proposal of the latter. The election of the President of the Republic is by direct universal suffrage every five years.

The Council of Ministers is the central unit where strategic administrative decisions are taken, there are 30 ministries and 31 ministers and five secretaries of state.

PARLIAMENT

Algeria is a bicameral system consisting of the Council of the Nation and the People’s National Assembly.

  • The Council of the Nation is the second chamber of the Algerian Parliament. Established for the first time by the Constitution of November 28, 1996 (Art. 98), the Council of the Nation has 144 members, of which 2/3 or 96 members are elected by indirect universal suffrage, and from among the elected Local Assemblies (People’s Communal Assemblies and Wilaya) in each wilaya, the remaining third, or 48 members are appointed by the President of the Republic- www.majliselouma.dz
  • The People’s National Assembly consists of 389 members elected by universal suffrage every five years- www.apn-dz.org

ADMINISTRATIVE DIVISIONS

Algeria is divided into 48 wilayas, (departments) headed by walis (prefects). Each wilaya is divided in Daïras (districts), themselves divided into municipalities. Each wilaya and municipality is headed by an elected asembly; respectiveky callaed APW ( Provincial Popular Parliament) and APC (Municipal Popular Assembly).

Decentralised local government and decentralised administrative district of the state, the wilaya (department) has two organs, the Provincial Popular Parliament, the governing body elected by universal suffrage and the Wali (governor), the executive power of the wilaya, representing the wilaya and the state and government delegate. There are 48 Wilaya in Algeria.

The commune (baladiyahs)
constitutes the basis of decentralization and the place for the exercise of citizenship, it is a key player in the regional planning, local development and management of local public services. With legal personality, financial autonomy and decision-making body elected by direct universal suffrage, which elects the municipal executive body, it embodies the essence of local democracy.
